Impact assessment on occupational exposure levels
RPA is providing for the European Commission, DG Employment, Social Affairs and Inclusion, the Study on collecting the most recent information on substances to analyse health, socio-economic and environmental impacts in connection with possible amendments of Directive 2004/37/EC on the protection of workers from the risks related to exposure to carcinogens, mutagens or reprotoxic substances at work.
The aim of this study is to provide the Commission with the most recent, updated and robust information on the substances, groups of substances or process-generated substances within scope with the view to support the European Commission in the preparation of Impact Assessment (IA) reports necessary to accompany a draft legislative proposal to amend Directive 2004/37/EC on the protection of workers from the risks related to exposure to carcinogens, mutagens or reprotoxic substances at work.
The specific objective includes a detailed analysis of the collected scientific-technical data and the socio-economic information for the five substances, groups of substances or process-generated substances. For welding fume, this involves the description and assessment of the baseline policy option and the impacts of including welding fume in Annex I of the CMRD. For the other four substances, this involves the description and assessment of the baseline policy option and the impacts of introducing new Occupational Exposure Limit (OELs), Biological Limit Values (BLVs) and where relevant Short-Term Exposure Limits (STELs) and skin notations for these substances/substance groups.
RPA has put together a multi-disciplinary team for this Study combining the highest level of methodological know how with up-to-date and unrivalled technical expertise. This team benefits from having worked together on the previous occupational exposure limit (OEL) studies, OELs3, OELs4 and OELs5 and therefore, has in-depth understanding of this area of work.
