A study to explore the issues and possible solutions in relation to the recast directive 2009/38/EC on European Works Councils

The European Commission Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL) has commissioned a study to explore the issues and possible solutions in relation to the recast directive 2009/38/EC on European Works Councils. The study is currently ongoing; it began in early 2023 and will reach completion in autumn 2023.

A consortium comprising ICF S.A., Risk & Policy Analysts (RPA), and IRS has been appointed to carry out this study.

The study involves the collection and review of available data and literature, case law analysis, and consultative activities; primarily in the form of interviews with a broad range of stakeholders.

The study report has been published by the European Commission.
