ECHA has published its ninth recommendation to the European Commission prioritising 18 SVHCs to be added to the REACH Authorisation list (Annex XIV). The public consultation, on the draft recommendation ended in December 2018, followed by the adoption of the Member State Committee Opinion on 26 June 2019. This endorsed the addition of all 18 substances to the Authorisation list.
The hazard profiles of the 18 substances include 13 that are toxic for reproduction, of which one is also an endocrine disruptor, and two respiratory sensitisers. The remaining substances include an endocrine disruptor, a carcinogen and a vPvB substance.

- Dioxobis(stearato)trilead
- Fatty acids, C16-18, lead salts
Flame retardant
- Dechlorane PlusTM
Aviation fuel
- Tetraethyllead
Printing ink
- Trityl alcohol
Solvents
- 2-methoxyethanol
- 2-ethoxyethanol
Artist paints
- Trilead bis(carbonate) dihydroxide

A number of substances listed in the ninth recommendation are currently not manufactured or imported into the EU, but have been included in the recommendation to avoid future cases of regrettable substitution.
A range of Latest Application Dates have been assigned from 18 to 24 months.
The European Council will start the process of progressing the prioritised substances via its comitology procedure to decide which will be included in Annex XIV. Any final decisions will be dependent on the support of the European Council and European Parliament, who exercise a formal right of scrutiny.
