REACH Restriction

REACH Restriction is a mechanism designed to restrict or prohibit the manufacture, placing on the market, or use of certain substances within either the UK or European Union when they are deemed to pose unacceptable risks to health or the environment.

Under EU REACH, the process can be initiated by any EU Member State or by the European Chemicals Agency (ECHA) when there are valid grounds for concern. In UK REACH, restrictions are government led and are published in the UK REACH Work Programme and Rolling Action Plan (RAP).

In both legislation zones, the process for restriction follows the same key steps. They are:

  • Preparation and submission of a restriction proposal (Annex XV dossier)
  • Consultation on the restriction proposal
  • Opinion development
  • Decision and follow-up.
