Consultation Activities for the impact assessment for a new EU Delivery Act
The Commission announced in the Single Market Strategy (21 May 2025) its intention to replace the Postal Services Directive (PSD) and the Regulation on cross-border parcel delivery services with a new EU Delivery Act. The Impact Assessment Study for the Revision of the Postal Framework is supporting an assessment of the relevant impacts of potential options for the revision of the EU postal framework.
Risk & Policy Analysts (RPA), the European University Institute (EUI), and ICF have been commissioned by the European Commission (DG GROW) to undertake an impact assessment of possible revision of the EU postal framework.
See below the consultation activities
Targeted Surveys
The aim of these surveys is to collect information on the impacts of selected possible policy measures.
The surveys does in no way prejudge the content and form of the upcoming Commission proposal. The options are subject to change/fine-tuning, as appropriate and not all options may be retained for the Impact Assessment.
There are three surveys that have been produced as part of this study, targeted to different stakeholder groups. These stakeholder groups are:
- Survey 1: Postal operators, including Universal Service Providers (USPs), other companies active in the postal sector, and their associations.
- Survey 2: National Regulatory Authorities and other public sector organisations
- Survey 3: Users of postal services (encompassing business users and consumers) and their associations (including consumer associations), and other stakeholders
E-commerce providers also engaged in delivery activities are advised to complete both Survey 1 and 3.
The surveys can be accessed by clicking the links above.
The deadline for completion of the targeted surveys is 17 July 2026.
NRA Indicators Survey
This questionnaire complements the targeted surveys by collecting data for an updated overview of how the main provisions of the EU postal framework are implemented across Member States.
The aim of this survey is to collect information on the current implementation of the Postal Service Directive (PSD) and requirements of the Universal Service Obligation (USO) in each Member State. This includes definitions of postal concepts, the current USP scope, features, price regulation, quality, designation, and financing, as well as complaint handling, access conditions, authorisation regimes, standardisation, and other relevant elements.
The survey can be found here: https://ec.europa.eu/eusurvey/runner/NRAIndicators
In addition, the following documents are also available:
The deadline for completion of the questionnaire is 30 June 2026.
