Study to conduct further evaluation of  Partnership Funding (PF) to provide the evidence base to confirm or refine funding policy for the post-2021 period.  This involves assembling quantitative data on FCERM programme performance under Partnership Funding, and also collecting and analysing qualitative information.  Approaches used include desk based research, stakeholder consultation and review of evidence against a conceptual model
